Long-Term Unemployment: Pathways Back into the Workforce

Despite positive developments in the labor market, long-term unemployment remains a pressing challenge. The COVID-19 pandemic has exacerbated the situation: in 2021, around 2.61 million people in Germany had been unemployed for at least one year. Groups particularly affected include low-skilled jobseekers, older individuals, those with health issues, and single parents with young children.

Definition: When is someone considered long-term unemployed?

A person is classified as long-term unemployed if they have been without work for at least twelve months. Common reasons include:

  • Lack of qualifications
  • Health limitations
  • Older age

The consequences are often severe: financial insecurity, psychological stress, and limited social participation.

Government Support: The “Teilhabechancengesetz” (Participation Opportunities Act)

Since January 1, 2019, the Teilhabechancengesetz has created new opportunities for long-term unemployed individuals. Its goal is to facilitate access to employment subject to social insurance contributions.

§16e SGB II – Reintegration of the Long-Term Unemployed

  2. 50% in the 2nd year

§16i SGB II – Participation in the Labor Market

  2. Reduced by 10% each following year
  3. Maximum duration: five years

These programs are accompanied by training and coaching to support sustainable reintegration.

Temporary Employment as a Stepping Stone

Temporary work can be a fast and effective way back into employment. Key advantages include:

  • Quick entry into different industries
  • Opportunities for older applicants whose experience is in demand
  • Potential transition into permanent employment

According to the Federal Employment Agency: Over 50% of long-term unemployed individuals who entered the labor market via temporary work held regular employment after one year—many were directly taken on permanently.

 Support During Reintegration

Transitioning from long-term unemployment into stable work often requires tailored support, such as:

  • Assistance with job applications and interviews
  • Mediation and communication with employers
  • On-the-job support during the onboarding phase

Conclusion

Long-term unemployment is a complex challenge, encompassing financial, health, and social dimensions. With targeted support programs such as the Teilhabechancengesetz, the flexibility of temporary employment, and personalized guidance, sustainable reintegration into the labor market is possible. The key is not only to help individuals find employment but to ensure long-term stability and participation in the workforce.
